Method
Season the chicken thighs with salt and pepper, then brown them in a pot over medium‑high heat until nicely colored; remove and set aside.
In the same pot melt the butter and sauté the diced onion, carrot, celery, and bell pepper until softened, about 5 minutes.
Add the minced garlic and tomato paste, cooking for another minute while stirring.
Stir in 2 tbsp all‑purpose flour to form a roux and cook briefly, about 1 minute, to remove the raw flour taste.
Gradually whisk in the chicken stock, scraping up any browned bits, and bring the mixture to a gentle simmer.
Return the browned chicken thighs to the pot, add the fresh thyme and bay leaf, and simmer until the chicken is tender, about 20 minutes.
Remove the chicken thighs, shred the meat off the bones, and set the shredded chicken aside.
Stir the heavy cream and grated parmesan cheese into the soup, adjusting salt and pepper to taste.
Prepare the dumpling batter: combine 1 cup all‑purpose flour, 1 tsp baking powder, 2 tbsp chopped chives, 0.5 cup milk, and a pinch of salt; mix until just combined.
Drop spoonfuls of the dumpling batter into the simmering soup, then return the shredded chicken to the pot.
Cover the pot and let the dumplings steam until fluffy, about 10 minutes.
For the lemon‑herb topping, whisk together the lemon zest, lemon juice, chopped parsley, chopped chives, and olive oil.
Serve the soup hot, drizzled with the fresh lemon‑herb topping.
