Method
In a food processor combine a generous amount of cilantro and scallions (about 10 sprigs total) and pulse until coarsely chopped.
Transfer the herb mixture to a bowl and add ground turkey, black pepper, ground ginger, egg, and a few drops of soy sauce; mix until just combined.
Form the mixture into meatballs, wetting your hands if needed to prevent sticking.
Place the meatballs on a broiler pan and broil for 5–10 minutes until golden on the outside.
If the meatballs are not fully cooked, transfer them to a preheated oven at 375°F (375°F) and bake an additional 10–15 minutes, checking for doneness.
While the meatballs are cooking, make the sauce: combine equal parts brown sugar and soy sauce in a saucepan, add fresh ginger, whole peppercorns, and rice wine vinegar; bring to a boil and reduce until thick and syrupy.
Brush the cooked meatballs lightly with the reduced sauce, being careful not to drown them.
Sprinkle sesame seeds over the sauced meatballs and serve, garnished with fresh cilantro if desired.
